Résumé : L’objectif de ce texte est d’examiner les activités de représentation des femmes membres du Comité permanent de la condition féminine, une structure novatrice qui a vu le jour sous le 38e Parlement canadien. La question qui nous préoccupe est la suivante : le Comité a-t-il constitué un outil à la représentation substantielle des femmes? Pour répondre à cette question, nous avons procédé à une analyse qualitative du contenu des débats survenus en Comité, et ce, à la lumière de quatre questions : a) sur quelles thématiques le Comité s’est-il penché?; b) qui a-t-il entendu?; c) quelles orientations le Comité a-t-il donné aux débats?; d) quels rôles le Comité a-t-il joué au sein du contexte d’interaction constitué par le législatif, l’exécutif et la société civile? Nous croyons que le Comité permanent de la condition féminine a contribué à la représentation substantielle des femmes, même si sa performance a été, somme toute, modeste.
Abstract: The objective of this paper is to examine the representation activities of the female members of the Standing Committee on the Status of Women, an innovative structure which was created at the beginning of the 38th Canadian Parliament. The overriding question which we are interested in studying is: did the Committee constitute a tool for the substantive representation of women? To answer this question, we carried out a qualitative analysis of the content of the Committee’s debates, and analysed it in light of four questions: a) which topics did the Committee study?; b) who did the Committee heard?; c) what different perspectives did the Committee provide to the debates?; and d) what role did the Committee play within the interaction context composed of the legislative and executive powers as well as the civil society? We believed that the Standing Committee on the Status of Women contributed to the women’s substantive representation, even if its performance was, altogether, modest.
